The inventory is walked through with the tenant at the property, meter readings are taken and photographed, keys are issued and recorded, and the tenant signs to confirm the condition at the start of the tenancy.

Why It Matters
If a deposit dispute reaches adjudication, the burden of proof sits with the landlord, not the tenant. The adjudicator decides on the evidence in front of them, and the strongest evidence is a dated, photographic record prepared by somebody with no interest in the outcome.
A report written by the landlord or by the agent managing the property carries less weight, because both have a stake in the result. An independent clerk records what is there, factually and without attributing blame, which is precisely what an adjudicator is looking for.
The cost of a report is a fraction of a single disputed deposit deduction, and considerably less than the cost of losing one.
Process
The property address, how many bedrooms, whether it is furnished or unfurnished, which report you need and roughly when. A quote follows straight away.
For check-ins and check-outs the appointment is arranged directly with the tenant at a specific time. For inventories and inspections, keys can be collected from the agent.
A full photographic report is issued to you and, where relevant, to the tenant for sign-off. Invoices are payable within seven days and no VAT is charged.

No, there is no legal requirement. However, if a deposit dispute goes to adjudication the burden of proof sits with the landlord. Without a dated, independent record of the property's condition at the start of the tenancy, deductions are very difficult to justify.
Adjudicators give more weight to a report prepared by an impartial third party than to one prepared by the landlord or the managing agent. An independent clerk has no interest in the outcome, which makes the record considerably harder to challenge.
